Add unit tests for paperwork engine

We give users way more power to define custom behavior with Questionnaire extensions than we can reasonably cover with e2e tests. The most efficient way to catch and prevent bugs in the paperwork flow is most likely going to be with unit tests to cover the modules in charge of driving the custom paperwork behavior.

We should add those as soon as reasonably possible.
