Permissions are not applied outside of Portal/Global/Media Modul

I created a group which have only view-Permission. I added the group to the resources and made the entries in the rootLevelPermissions table.
Now the permission are applied in the Portal-, Globals- and Media Modul but not in Contacts and Settings. In the Newsletter Modul you can see the Add form but you are not able to save (you should not abel to open the add form).
