one of the biggest missing topics on the Copprrmind right now is a better coverage of all the unnamed characters places objects and scenes, and it would be awesome if we could leverage the books themselves to build a persistent view over all the mysteries

I don't even see how you can design something like this - not even with powerful AI engine.

not "recognising particular individuals automagically" but enabling the curators to tag and search and highlight such things so searchers/theorizers can at least easily find all the unknown actors, and then potentially grouping them with terms that attach them to known individuals.
