This is a known bug that happens on some Android devices for unknown reasons. Unfortunately, I was never able to reproduce this and so I really don't know how to fix it.

May I ask what device you are using exactly?

I've also encountered this BUG on MIUI 14 (Android 13).

I noticed that most people reporting this BUG in the issues are using localized ROMs from China. Could there be some black magic in these ROMs?

Additionally, another app (https://gitlab.com/Atharok/BarcodeScanner) has an "Enable CameraX API" option that must be activated to turn on the flashlight. I wonder if this phenomenon could help pinpoint the problem.
