when installing or updating the module i received this error

I tested on two different servers - on one there was no problem, on the second one I've got the same problem as you did - it was related to an outdated plugin from extGallery module.
I assume, this is the same case with you - which modules are you using for the tags? I will need to update them all :)

i have latest publisher and wggalery that i think currently using tag module

Try to deactivate each module one by one and see which one is causing the problem, and then let me know, and I'll fix it ....
