Casper Wallet | Account List | Account controls are floating unanchored on 'account list' screen

Pre-conditions:
A Wallet with at least 6 imported accounts exists

Steps to reproduce:

1. Open the Wallet
2. Click on 'Switch account' control
3. Scroll down to the bottom of 'Account List' screen
4. Click on three dots button next to the first listed account
5. Scroll down while account controls are opened

Expected result: Account controls anchored to the respective account
Actual result: Account controls are floating unanchored

this will not be changed until we have a complete popup behavior specified especially around edge cases describing what should happen when the popover is scrolled out of the visible page area, this goes to the backlog and @adammake please create a corresponding specification task if you think that is needed.
