A logged in user is a regular account.

CANS:

Attend to future meetings
Comment on meetings
Edit and delete their comments
Change password/login access
Logout

CAN NOTS:

Attend to past meetings
Create/edit/delete meetings
Edit or delete other's comments
Alter any account's admin status.

Ideally, users should have an avatar (bonus points: gravatar. Tier 2: be able to change their avatar even if we have gravatar).
