airport/letiště České Budějovice got its code JCL because many of the suitable codes were already taken by other airports (CBU, CEB, BUD, CBE, CES, CBD, CBJ, CBV, CBC, CBI, BDJ, BDV, BDC, BDE, BCE). JCL stands for JihoČeské Letiště, which translates to South Bohemian Airport. It is the name of the company that operates the airport and the city of České Budějovice is the capital of South Bohemian Region (Jihočeský kraj). The word České in České Budějovice means Bohemian (the same word can also mean Czech, so it's a little confusing - like in Česká republika - Czech Republic). There is another town called Moravské Budějovice where the word Moravské stands for Moravian (Bohemia, Moravia and Silesia are the three historic lands that constitute today's Czechia). I'm just saying that to explain that the second word in the city's name, Budějovice is way more important than the first. The city is colloquially called just Č. Budějovice, Budějce, Budějky, Budějice.
