Move basic Ownable to own template repository

Create a GitHub template repository as a starter project for Ownables. Use the basic example.

The code should have a Make script for building the Ownable. Since there's no javascript code, don't use npm. If there's an alternative to Make being more common for Rust, use that.

We can remove the basic example from the SDK repo after.
