This issue can be closed as the latest missing PR #26278 has been merged.

The PR #25696 documents most of the code coverage discussions.
The final state is detailed in this comment: #25696 (comment)

Please note that the OT Signoff Checklist - Code Coverage V3 document, doesn't explicitly request 100% coverage for the "Condition" type, that's why we haven't put too much effort into it.
