Describe the bug

In the video-config frame, sometimes the webcam feed displays twice on the page: once where it is supposed to be, and again directly below that webcam feed container. The additional display appears on top of the text below the correctly-displayed webcam feed box (note about browser/device compatibility), thus covering it up, but the reload button and device selection elements are displayed on top of the additional webcam feed.
