Add a privacy explanation page

There are serious privacy implications of running the app and the user should be made aware of them so that they can make an informed choice about whether or not to run the app.

Some kind of easily-understandable privacy notice should be added, and probably opened when the app is first run (or at least before the user activates the advertising or diagnosis upload functionality).
