AMF can crash in ogs_fsm_tran(!tmp)

Open5gs v2.6.6
This problem can be trigerred in the following scenarios.

Run NFs(NRF/SCP/SMF/UPF/AUSF/UDM/PCF/BSF/NSSF/UDR) except AMF.
Run AMF
Run gNB/UE and try to register successfully
STOP SMF
AMF Crashed
