Bug description

When I create a second panel and attempt to add a second menu launcher applet (e.g., the applet used by default on Cinnamon), the "All applications" tab suddenly appears to be empty in the menu launcher. Then, when trying to delete both menu applets and add one back in (e.g., in an effort to fix the issue), you are no longer able to add a menu launcher at all. I can consistently recreate this issue each time I make a second panel and add a duplicate application menu launcher to that second panel. The only solutions I've found thus far are to switch desktop environments or make a new user and log into that.

Steps to reproduce

Make a second panel and add the default cinnamon application menu applet to the second panel (while you already have the default menu--there must be two simultaneously) or add two of the same third-party menu launchers (one to each panel). You must use the same menu applet across both panels (e.g., the default menu applet + a third-party installable menu applet is fine, but two defaults or two third-party menu applets will cause the problem).

For the second issue, in which you're unable to add the applet at all after triggering the glitch, delete both menu applets after triggering this glitch and try adding one of them back in; you will see that you are unable to do so.

Expected behavior

You should be able to have two menus, or Cinnamon should block you from creating a duplicate.

Additional information

I haven't figured out a way to fix the issue at all short of a new account or a new desktop environment.
