Add scroll speed to "cinnamon-settings mouse" #184

Currently there doesn't seem to be any way to change the scroll-wheel speed in cinnamon-settings.
Being able to change the speed of the scroll-wheel seems pretty important to be able to work with different mice.

Keep in mind that I am using Linux Mint 19.3 so my information might be outdated.

It is, in 20.1/Cinnamon 4.8.6 it is there.

There is no scroll speed adjustment, nor is it possible to even implement it currently. It looks like there's been effort to do this, but it's not in yet: https://unix.stackexchange.com/questions/307663/change-scroll-speed-with-libinput
