cant think of a short title.
"It allows you to change the performance mode (e.g. switch between Default, Battery Saver, Better Performance, and Best Performance) impacting the cooling behavior of the device"

Is this necessary on surface pro 7+ i5 where it doesnt have any fans?

To be quite honest, I'm not sure what exactly this does. One aspect of it is that it changes the fan profile, but there could be more. The reason I don't really know is that this basically just sends a command to the embedded controller to set the respective mode there.
