Build CI image in CircleCI #15

CircleCI uses an image that is built in this project. There is a mise task to build and push the image if something changes.

We could build it in CI:

https://circleci.com/developer/orbs/orb/circleci/docker/
- The orb likely isn't necessary since we use docker compose, but some of the examples might be helpful.
