Describe the bug
Flags are not generating properly for out of sync data.

To Reproduce
Every other value is NA so gross check is getting triggered on pretty much every value.

Expected behavior
Out of sync data shouldn't be an issue.

Should have exercised this demon long ago.

test4 data in example should be the test case.
