As discussed with @mradamcox, I will create 3 new overlay layers showing the boundaries of land management units within WMAs, State Parks, and State Forests. This solves a long-standing issue with Open Street Map and our connected basemap which does not include all the boundaries land managers would like to see within Arches. Creating overlays solves issues with overlapping boundaries within the different managing agencies. I will create these layers and pass them on to @mradamcox to be added into the system.

@mradamcox and I determined it might be easier to do this by pulling the boundary geometries straight from Arches itself since most of what we need is already in the system being used for site permission filtering. We just need to make a plan for how and when to get it done.
as discussed with @mradamcox, this should be possible after the ETL LMU system is set up. We should also add here that we will also want Federal, County, and City boundary overlays, as well, as more accounts are created associated with these land types.
