Make mango runnable as a docker container and/or with docker compose and package up DB with it.

This is mostly done. leeadams.dev switched over to running as a docker container and specifying all the configuration via an environment file. I think the configuration stuff being compiled in is long past due for removal and either configuration in the site itself and some environment variables (secrets when using docker compose)
