在新应用上测试发现目前的测试有很多地方依赖应用的状态（比如应用内存在某个用户），在新创建的应用上很多测试都会失败。

test: make file_test stateless

Previously file_test requires there is already a specific existing user
in the application. This commit removes this requirement.
