Switching to the new parser

TODO:

• do the switch
• remove --new-parser
• keep src/runtime/lpython_parser.py, we hook it up at a CI and execute manually at a few files to ensure it works, but I would not bother hooking it up with LPython directly anymore, I don't think it's worth the effort
