Make comments linkable

Overview

As we build out the comment system, it would be nice for users to be able to link directly to comments.

Details

I think that to start, the link should go to only the single comment, with a "post" or "parent" link to view the full context. If we add nested comments as in #153, then the parent link would naturally work as intended.
