Extend k3s and k0s runtime

💡 purpose:

make Runtime module more readable, at the same time make it support KubeadmRuntime、K0sRuntime、K3sRuntime.(#1943 & #2037 )

⚡ action:

1. Add test cases and code
2. Add the necessary docs and comments
3. Separate implementation of k3s, k8s, k0s interface
4. Supports the k3s runtime module
5. Supports the k0s runtime module

❓ doubt:

1. The k3s installation script has 950L of code, which I think is a pain to parse. The install script just downloads it, and adds a systemd unit and other niceties.
2. Look at their structure . I chose to use etcd instead of SQLite.
