This code:

void HttpParser::encode(const std::string &URL, std::string& result) {
   ...
   result = "...";
}

would be much more readable and easier to use like this:

std::string HttpParser::encode(const std::string &URL) {
   ...
   return "...";
}

If you are worrying about object copies being made, don't:
