Description

Research how current solution works and how it could be migrated from the Prow to the different solution e.g. Cloud Run or Github Application.

Reasons

Migration out from Prow.

Acceptance Criteria

Present possible solutions to the team.
Decide how we want migrate pre-main-check-users-map from Prow.
