Migrate all build jobs outside of Prow

Following jobs should be deleted:

• pull-eventing-webhook-certificates-build
• post-eventing-webhook-certificates-build
• rel-eventing-webhook-certificates-build

For all the jobs with release-* when you move them out of prow, you need to update release pipeline. You can have a look how it is done in Kyma-companion
