Documentation has to indicate that Compass manager is now productively used in KCP #192

Description

The documentation of the Compass Manager states that CM "will be" a Control Plane component. It is now an official component and our wording in the docs have to reflect this case.

Wrong time used: Compass Manager IS now a KCP component (no longer "will be").
