Description

GCP configs to reload when the configs are changed in ConfigMap similar to other configs
Change the default 3 seconds for GCP_API_TIMEOUT_DURATION. 3 seconds is very low. I suggest 8 or 9 seconds which is smaller than SKR looper 10 sec timeout.

Reasons

Without this, deployment/pod need to be restarted for the changed config to take effect.
