Migrate Config file to Infisical

Config files would still be supported (and would override values stored in Infisical), but moving all configuration to Infisical would be good in the long-term to easily enable/disable features without restarting the bot (which can cause constant websocket reconnection issues).

Would be easy, a lot of the code could just be ported from Cockatoo
