Istio Prow had some work on enabling go module cache and build cache, and got pretty good improvement on reducing the job running time, see the comments and descriptions in https://github.com/istio/test-infra/pulls?q=is%3Apr+cache.

Since it has been reported by some contributors that Prow is significantly slower than GitHub actions in build images, we should try if the same trick can be used to improve the performance of running Prow jobs for Knative.
