long description content type is missing #11

Twine gives us the following warning:

voyager:pyutil steve (master)$ twine check dist/*
Checking dist/kss_pyutil-1.1.0-py3-none-any.whl: PASSED, with warnings
  warning: `long_description_content_type` missing.  defaulting to `text/x-rst`.
Checking dist/kss-pyutil-1.1.0.tar.gz: PASSED, with warnings
  warning: `long_description_content_type` missing.  defaulting to `text/x-rst`.
voyager:pyutil steve (master)$

To fix it, add the following line to setup.cfg:

long_description_content_type = text/markdown
