Remove automatically downloaded update files on boot. This should also be configurable.

Add a OrbisOS Utilities function that will scan for the update folder
Add IOCTL to call this functionality from usermode
Ensure that proper permissions are set to allow users to update in the future if they want to (or disable for blocking)
