Separate service for taking a PPT and storing it in Synapse

We can take the Synapse code we are removing in #12 and turn this into a separately callable service that will push a powerpoint to the appropriate Synapse space.

I would think that this would have parameters of a URL for the slide deck and the Synapse space ID, and maybe the file name or location to put it on Synapse.

This is much lower priority.
