currently, we're using github issues, google form, and direct communication via twitter/whatsapp. lets create a single channel for non-tech people to contribute.

1. allow public users to login
2. allow them to upload qr and enter mosque details.

this will need to go through admin approval first.

as an admin, there should be a similar ui to create institutions too.
