Ads not submitting

Describe the bug
All ads submitted result in an error

To Reproduce
Steps to reproduce the behavior:

1. Go to ads.kernvalley.us
2. Click upload
3. Fill out the form with a valid .krvad file
4. Submit

Expected behavior
File should be uploaded to Cloudinary, a Slack message should be sent, and it should return a 200 status code

Additional context
From local testing, it appears to be an issue with signing files for Cloudinary.
