Pipeline YAML config grew to be uneasy to maintain. It needs splitting:

  • Section-wise: Platforms/Jobs/Schedules/etc.
  • Project-wise: ChromeOS (done)/CIP/etc.

This task does not focus on config refactoring, just splitting into separate files - resulting config read by the Pipeline services should stay exactly the same.
