Redirect and cache appropriately based on temporality/permanence of redirects #7

When redirecting on success, temporary redirects should be redirected as temporary, and permanent redirects should be redirected as permanent.
Should we cache temporary redirects? It seems like not caching could bypass some of our privacy protections.
