[Bug] Tooltip invalid when export to offline html file #2672

Describe the bug
The tool-tip tool is active on online platform, but when exported offline, the tool-tip tool is not valid, cannot show

To Reproduce
Steps to reproduce the behavior:
Turn on the tooltip tool

Expected behavior
