separate cloned wx samples to another repo with sane licensing

• I didn't and won't copy and paste directly, but it result resemble enough by original authors' work.
• Once some samples cloned and wxRust2 become somewhat stable, move them to another repo and license with wx license and credit original authors

Ported (or porting) samples are not trivial and I'm porting them line by line these days.

So stop claiming they are clone (it is not true) and place LICENSE/COPYING files and insert license blocks.

I utilize many code to test supported widgets.

The ported sample code is licensed on wxWindows License (wxWidgets' license).

It's basically LGPL with exception. Language port of covered code should be treated those license.

Next fix this.
