problem

if I scroll (using mousepad finger drag) in the legend to slide the legend up so I can see the end of a long legend, the map zooms instead. (Pulling or clicking in the actuall scroll bar does work)

solution

the whole legend area should not allow any actions on the map. scrolling in the legend area should scroll the legend!
