Impact layer metadata doesn't seem right. How does the impact layer metadata get generated? Much of it looks like a copy of the exposure layer metadata.

solution

impact layer metadata should describe the new layer for what it is and reflect the InaSAFE process that produced it, including descriptions of the hazard and exposure layers that were used and the impact function, in the appropriate metadata fields.

I'm guessing this would be an InaSAFE bug fix or enhancement however...
