pdfs have web layers instead of layout definition

This came up in the WA group on 28 Oct showing the map grid and index layer on layouts.

This example is a layout from the Lite version, which should only be topo maps. I had changed the web base map to ortho - so the layout now has ortho and the index layer!

This was caused by a consequence of the changes in lizmap. 3liz/lizmap-web-client#2999 I will fix the graticule issue but I suggest we remove the other base maps since now it only prints visible layers
