Hover effect bugs on the top menu bar

There are two bugs regarding the hover effects on the top menu bar. As can be seen, only the president and robot icon have the hover effect of reference while the battle and score icon do not.

I'm on Chrome 38/Mac OSX 10.10.

@pirog I'm on Chrome38/Mac OSX 10.8. The problem is when you hover over president, robot and image icons for about 2 or 3 seconds, there is a reference indicating its corresponding instruction. However, the battles and scores icons don't have this hover effect. So I think it's better to make this function consistent for all the icons.
