Derpal.org's Packagist does this for us.

We do need a release to make this happen though

I think it's not a bad idea to manually specify a composer.json. True, it's not needed to make it available from Drupal packagist, but I like getting specify authors and stuff like that. And if we end up needing to specify dependencies in the future, we'll need a composer.json.
