For pipelines issue https://github.com/kabanero-io/kabanero-pipelines/issues/361 we need to know which base image to be used

We have created a backlog issue in pipelines repo : kabanero-io/kabanero-pipelines#361.

This 361 issue in pipelines is depending on this issue in foundation to find the answer from which base image should we need to move the kabanero-utils image.

After discussion with @tseelbach @kvijai82 : we wanted to get information for what base image should be for our kabanero-utils image which we use in the pipelines. Currently we are building it based on fedora image named appsody/appsody-buildah:0.6.0-buildah1.9.0

This issue was opened, since we needed a review that the base image for our container images which is non ubi appsody/appsody-buildah:0.6.0-buildah1.9.0 is fine.
No one has stopped us to use the one we use it now which is one mentioned above and I do not think this is for immediate release cut.
