Missing license

Repo and all source files are missing any kind of license, so they are basically dangerous to use.

@przemeklal @rkamudhan please add some license as technically only you are allowed to do that according to general law rules.

I'm no longer involved in the project and I also don't work for Intel any more - but I could do this in my free time if that's going to help anyone and is the only legal way to do that.

Also, this is an abandoned (and not working e.g. #6) proof of concept, pretty much a garbageware at this stage.

@davecremins Can you have a look at this? It was an experiment to enable K8s service endpoints on secondary network interfaces. It ended up on GitHub but probably shouldn't and I'm pretty sure it doesn't meet Intel's standards for open source projects.
