[RFE] Allow project owners/admins to re-test Github actions in the repo. #5489

Hello.

My name is Yoni and I am one of owners of the https://github.com/kubernetes-sigs/kernel-module-management project.

In the last release (2.2.0) and in the current release (2.2.1) I had 100% failing rate releasing the operators.

In 2.2.0:

  • The operator release post-release Github action failed for the kernel-module-management operator
  • The operator release post-release Github action failed for the kernel-module-management-hub operator

In 2.2.1:

  • The operator release post-release Github action succeed for the kernel-module-management operator but the operator wasn't actually published at operatorhub.io (this is not what this RFE is about).
  • The operator release post-release Github action failed for the kernel-module-management-hub operator

Having the ability to re-run failing Github actions would have allowed me to solve 75% of those issues by my own.

If it would be possible, it could increase the self-service experience IMO.
