Add a tiny cookie to remember a user's dark mode preference

Cerb could:

1. take note of people's browser dark-mode setting and default to that
2. If a worker logs in and has dark mode enabled (in their Cerb settings), add a little browser cookie so that future login pages show in the appropriate (dark) mode.
3. Run scheduler tasks in the appropriate dark/light mode
