missing ulphi

Dear Jeff,
function nborhi makes use of ulphi which is missing in unum.py.
definition of ulphi in mathematica can be found in Gustafson code (or in the book on page 385)... but i am not sure enough to translate it by myself.

You may want to take a look at https://github.com/amb007/cl-unum function ulp-hi (ubox.lisp). It uses widen-to-ulp*, which is the result of refactoring...
